Strategic Plan Framework

The strategic planning process began in September 2021 and engaged a broad range of stakeholders along with drew from a diverse set of sources to shape the organization's priorities over the next six years. We conducted an in-depth strategic planning process to identify how we could continue to provide the best support possible with the resources available to us. The process intentionally reflected on what we have learned since the founding of First 5, and where we need to head in the upcoming years . First 5 conducted interviews, referenced reports, and held numerous listening sessions. In addition, F5MC staff and community members participated in a racial equity cohort, COLIBRI, led by Building Health Communities Monterey County for a full year. COLIBRI stands for Collaboratively Organizing for Liberation, Inclusion and Breaking Inequities and centered the F5MC strategic planning process in advancing racial equity for families. 

Through this process, we needed to recognize a decline in projected Proposition 10 disbursements and a reliance on finite reserve funds. We also saw opportunities to grow investments in early childhood development in partnership with other agencies, initiatives, community leaders, and families.

The 2023-2029 Strategic Plan is based on: local, state, and national data; strengths and lessons learned from decades of experience; research on brain development and best and emerging practices; and the voice of the community. The Strategic Plan Framework is a visual summary that includes updated vision and mission statements, core roles, and guiding principles, and outlines key impact areas, goals, strategic priorities, evaluation, and community investment approaches.

Over the course of these several years, we will deepen our focus on mobilizing people and resources to anchor practices and policies that enrich the lives of children and families. We will also continue to support vital programs by building capacity, maximizing funds, advancing quality, emphasizing care and service coordination, and furthering the community vision for early childhood.
